Done To do

☐ Application for building permit on the prescribed form, with a description of the work (PD 1096, s. 302)

☐ Certified true copy of the title (TCT) of the lot; if you are not the owner, the owner's consent or lease (s. 302)

☐ Latest tax declaration and real property tax receipt of the lot

☐ Plans and specifications signed and sealed by a licensed architect or civil engineer: architectural, structural, electrical, plumbing (s. 302)

☐ Barangay clearance for the construction

☐ Electrical, plumbing and other ancillary permits filed together with the building permit

☐ Contractor's licence (PCAB) and the construction contract, if you hire a contractor

4. Before signing with a contractor

Done To do

☐ Two or three written quotations for the same plans

☐ A contract with the scope, the materials, the price, the stages and the completion date

☐ Who buys the materials — and who keeps the receipts

☐ Retention: an amount kept until the house is turned over and checked

☐ Who gets the permits, and who pays for them

☐ Warranty for defects after turnover

The rules No one may build, alter, repair or demolish a building without first getting a building permit from the Building Official of the city or municipality (PD 1096, National Building Code, s. 301). The application needs a description of the work, a certified true copy of the lot's title (TCT), and plans and specifications by licensed professionals (PD 1096, s. 302). The cost per square meter is not set by any law: it depends on the design, finishes, location and contractor. The figures here are examples — get written quotations. Labor and materials split, plans and supervision, contingency: your choices, shown as percentages so you can match your contractor's breakdown.

An estimate, not engineering advice. The cost per sq m is an example, not a market price; the lot, furniture and appliances are not included. Checked 21 October 2026.
