Subject: Request for details of the debit freeze on Account No. [ACCOUNT NUMBER] and for release of the amount not under dispute

Dear Sir / Madam,

1. I hold [SAVINGS / CURRENT] Account No. [ACCOUNT NUMBER] (Customer ID [CUSTOMER ID]) with your branch since [YEAR].

2. On [DATE] I found that I cannot [WITHDRAW / TRANSFER / USE UPI / USE MY DEBIT CARD] from this account. [The branch told me orally / I received an SMS / e-mail] that the account has been [DEBIT-FROZEN / MARKED WITH A LIEN] on the request of [POLICE / CYBER CELL / NATIONAL CYBERCRIME REPORTING PORTAL — AS TOLD TO YOU]. I have not received any written notice, order or explanation.

3. The available balance on [DATE] was ₹[BALANCE]. [The amount marked as lien / under hold is ₹[AMOUNT ON HOLD], as shown in [NET BANKING / PASSBOOK].]

4. To the best of my knowledge, the credit(s) that may have caused the hold are:

Date Amount (₹) From (name / UPI ID / account) Reason for the payment

[DATE] [AMOUNT] [SENDER] [SALE OF ___ / SALARY / RENT / REFUND / UNKNOWN TO ME]

[IF YOU DO NOT KNOW WHICH CREDIT: "I do not know which transaction is under dispute. I request you to identify it."]

5. I am not aware of any complaint or FIR naming me. I have not received any notice from a Court or Magistrate.

I request you to

1. Give me in writing the date of the freeze, the authority and police station that requested it, the complaint or acknowledgement number (NCRP / FIR No.), the transaction(s) and the exact amount placed on hold.

2. Give me a copy of the request, notice or order received by the bank, or tell me in writing that you cannot share it and why.

3. Tell me whether the hold is based on an order of a Court or Magistrate (for example under Section 107 of the Bharatiya Nagarik Suraksha Sanhita, 2023) or only on a request of the police.

4. Restrict the hold to the disputed amount of ₹[DISPUTED AMOUNT, IF KNOWN] and allow me to use the remaining balance of ₹[BALANCE − DISPUTED AMOUNT], which I need for [SALARY / BUSINESS PAYMENTS / MEDICAL EXPENSES / DAILY NEEDS].

5. Reply within [7 (SEVEN)] days from receipt of this letter.

To the Investigating Officer (copy)

I request you to inform me of the complaint number and the reason for the hold on my account, and to examine the documents I attach showing the source of the money. I am ready to appear, give a statement and produce any further document. I request that the hold be limited to the disputed amount or lifted if no offence is made out against me.

Declaration

The above facts are true to my knowledge. I attach copies of my documents.

Yours faithfully,

NOTES BEFORE SENDING — delete this part

Police seizure (BNSS s.106): a police officer may seize property found in circumstances creating suspicion of an offence and must forthwith report the seizure to the Magistrate having jurisdiction.

Attachment by a Court (BNSS s.107): for property believed to be proceeds of crime, the police apply, with the approval of the SP or Commissioner, to the Court or Magistrate; the Court may issue a show-cause notice with 14 days to reply before an attachment order; it may also pass an interim ex parte order. If you receive such a notice, reply within the 14 days.

RBI: on 11 September 2026 the RBI published draft amendment directions on temporary debit holds linked to money-mule activity and cyber fraud, after a Supreme Court order of 4 August 2026. They are a draft (comments were open until 2 October 2026); final directions are to be issued separately. Check rbi.org.in before relying on any time limit from the draft.

Keep proof: the stamped copy, the registered post receipt or the sent e-mail. If the bank and the police do not reply, the next step is an application before the Magistrate having jurisdiction — usually with a lawyer.
